Does having policies and laws affect people’s behaviour and values positively?

Dont you think that having policies and laws also affect people's rights, forinstance if i smoke and there is a law that prohibits smoking . Is this law good or it's bad.

True Shafik, if you know the laws then you will not perform any crime though some people stubbornly decide to do crimes even when they know that there are laws and policies.

YES it affect people's rights and that's why they keep on breaking them.

Good laws lead to good behaviour but poorly executed laws can lead to people disregarding them because they are impossible to enforce.

This is agood point too. if corruption is stopped, then we shall be able to stop the law breakers bribe the law peace makers.

You would hope that it would have a positive effect otherwise everyone would be breaking the law. 
But is it just the potential punishments that puts people off breaking the laws?

yes generally laws and policies affect people's behaviours positively. However, many laws are old and outdated and need reviewing to fit in with our more liberal and modern world.

All [policies and  laws that  in  existence are for our good  because a law against smoking  has helped  in  reducing  the rate at which people  get lung cancer
