Overall, yes I believe it does. People abide be rules although many are simply common sense. It would seem extremely unlikely that someone would be incentivised to commit a crime due to the fact a law exists to prevent them from doing so.

We need laws and policies to shape our societies and give people acceptable boundaries. But there needs to be many more positive influences in a persons life to shape their values and behaviours.

Is this true that the laws prevent this because I hear many children are beaten and arrested on the streets

They are often made by those in power - maybe this prioritises their interests over others meaning that what is acceptable or normal is informed by the voices of a few - that can mean negative impacts on others.

Yes they do for example if there policies and laws about climate and environmental conservation, gender equality, girl child education, early marriage, drug abuse among others, this will greatly shape people's behavior, traditional and cultural perspectives and thinking people have towards women and other issues affecting the country

Yes, they provide a general framework for right and wrong in terms of values/morals. However, many policies and laws are unjust and can provide controversial or negative values.
