This is a hard question to answer. On the one hand, it is someone's human right to have their essential needs met and therefore you can understand someone stealing to be able to eat for example. But what if in stealing they are denying another person the right to eat?
Maybe it depends on what they stole, from who and how (for example was it done violently or not?)
Yes they should be punished because theft is not a survival means.
Yes they should be held accountable for thier wrong deeds.

Committing crimes implies distablizing peace of others who are very innocent so they should be punished for thier wrongs.

Stealing may also worsen an already bad situation with possible fatal consequences therefore they should be punished.
It depends, you can give counselling and offer the right direction. If one is in a position should chip in to ensure the person gets a place to sustain him/herself. If crime has gone over board, the punishment can be used accompanied with some guidance and counselling.

I want to say no but then I’m also thinking of the person they stole from who might end up homeless too if all there things were stolen. So then what do we do?
Rob from the Rich to feed the poor. Robin Hood did it and it makes sense. Some people are too wealthy and others too poor.
How can you punish someone if they are just trying to survive? Instead you should help them not punish them. Punishing them wont solve the problem.
We come from the land of Robin Hood! But yes people should be punished. On a case by Case basis. But there should be support available if they need help.
A strange thing in the UK is that if you don't pay for your TV licence you can be put in jail. But in jail, you get free TV!
If a person has worked hard to buy something and it's stolen then yes they should be punished. People value things they work hard to get.No one has a right to each other's possessions.
If a child has worked hard and buys some sweets would they be upset if another child stole them?
If another child asked for a sweet they are more likely to share.
Maybe they should ask for help and not steal?
